HOW THE COOPERATION BETWEEN FOČA AND PLUŽINE ENRICHED THE BALKAN TOURIST MAP

Plužine and Foča, two municipalities blessed with exceptional natural beauty, have joined forces to create a unique cross-border tourist destination that blends authenticity, adventure, and heritage. Through their joint efforts, this area now gains a new and appealing dimension for visitors from the region and beyond.

Their collaboration has resulted in a series of new adrenaline-filled attractions, including an adventure park and mountain viewpoints designed to draw travelers seeking excitement, fresh air, and breathtaking landscapes. Newly installed tourist signage makes it easier for visitors to navigate, discover hidden corners, and learn local stories. From kayaking enthusiasts to families spending weekends by the lake, everyone can find something to enjoy, the project team said in a press release.

“We have already implemented several concrete activities that are delivering visible results on the ground. We purchased electric bicycles to promote MTB tourism in both municipalities. Additionally, the project provided water rescue equipment and enabled the organization of a joint rescue drill for local protection and rescue services, aimed at strengthening their readiness and improving tourist safety. Promotional tours for tour operators, outdoor influencers, and journalists are planned, as well as a joint appearance at the Belgrade Tourism Fair in 2026,” said Božidar Knežević, project manager of the Municipality of Plužine.

All these activities are part of the “T.A.R.A.” project, funded by the European Union under the IPA III Cross-border Cooperation Programme Bosnia and Herzegovina – Montenegro 2021–2027.

Special attention is dedicated to safety and nature conservation. Local protection and rescue services have received additional support to enhance their efficiency in the field, ensuring the safety of visitors and the preservation of the natural environment shared by both sides of the border.

“Thanks to the T.A.R.A v2.0 project, Foča is gaining a completely new visual identity. By illuminating bridges and the Clock Tower, we highlight the importance of our cultural and historical heritage while creating a unique atmosphere for visitors. The electric bicycles we have already acquired support the development of sustainable tourism and allow guests to experience Foča and its surroundings in a new, active way,” said Spomenka Popadić, director of the Foča Tourist Organization.

The project is funded by the European Union under the IPA III Cross-border Cooperation Programme Bosnia and Herzegovina – Montenegro 2021–2027, and its implementation runs from December 1, 2024, to November 30, 2026. It is carried out by the Municipality of Plužine in cooperation with the Municipality of Foča, the Foča Tourist Organization, and “Piva” Nature Park.
