A new Hospitality Law proposal in Republika Srpska could introduce a number of changes aimed at simplifying business procedures and regulating emerging forms of tourism and hospitality services.
The proposed changes include a digital guest register, more flexible rules for short-term rentals, clearer regulations for glamping and mobile hospitality facilities, as well as accessibility labels for venues suitable for persons with disabilities.
Digital Guest Register
Hospitality businesses would enter guest information into a central information system, replacing parallel paper records. In the event of internet or technical problems, information could be recorded manually and entered into the system later.
More Flexible Short-Term Rentals
The new rules would allow individuals to offer accommodation based on different legal grounds for using a property, rather than only as its owner.
This would make it easier for people renting or otherwise legally using a property to operate short-term accommodation such as apartments, holiday homes and rooms.
New Rules for Wedding and Event Venues
Special event venues, including wedding halls, would be required to complete a form listing all service providers involved in an event, such as musicians, photographers and decorators.
Glamping and Mobile Hospitality Facilities
The proposal also provides a clearer legal framework for glamping and mobile hospitality facilities, with detailed operating requirements to be defined through additional regulations.
Such facilities could offer practical solutions in areas where there is limited access to traditional restaurants and other hospitality services.
Improving Accessibility
Another proposed measure is the introduction of a special accessibility label for hospitality facilities that meet the requirements for persons with disabilities.
The draft law is currently undergoing public consultations. The proposed changes are expected to simplify procedures for hospitality businesses while providing clearer rules for the growing range of tourism and accommodation services.
